Mr. Ellecer Carlos Secretary

Ellecer Carlos was born during the time of the Marcos Dictatorship to parents who were active in the social movement for the democratization of Philippine society. His father was captured in 1978, heavily tortured, put in solitary confinement for two years and subsequently imprisoned for another three years by Marcos and was finally released in 1883. Seeking political asylum in the Netherlands through the assistance of Amnesty International, the entire family stayed there until the nineties.

Upon his return to the Philippines, he worked with various non-government organizations as a human rights defender. In 2005 he joined BALAY Rehabilitation Center, Inc. as its Freedom from Torture and Ill-Treatment Advocacy Officer.

Loreine Dela Cruz held office in Balay as executive director from 2000 to 2008. 

In 2014, she became a Fellow in Disaster Resilience Leadership for Southeast Asian Countries by the Disaster Resilience Leadership Academy, Tulane University. She has several published works and has her Master's in Development Management.

She is currently the Executive Director of Center for Disaster Preparedness Foundation, a regional non-government organization based in the Philippines on disaster risk reduction and management covering Asian countries.

Ms. Annabel Manalo Member

Annabel did her undergraduate in Philosophy at University of the Philippines. She earned her M.A. and Ph.D. in Psychology at the Ateneo de Manila University. A licensed psychologist, she has published several journals and articles. This includes Bringing Psychology to the Marginalized: Exploring the Role of Community-Based Counseling,Community-based Psychosocial Approach to Strengthening Resilience of Disaster Survivors and The Family Systems Approach to Counseling Families of Former Political Prisoners.

She is currently a senior lecturer at the University of the Philippines College of Social Sciences and Philosophy and a Counseling Department chairperson at the Asian Theological Seminary.
